Introduction
An important responsibility of researchers is the distribution of data and other research materials to the scholarly community at large. When researchers distribute their data, other scholars can either replicate their work or address additional research questions not studied by the original data collectors. In short, the entire scholarly community benefits.
This page is the data archive for the Issue Correlates of War (ICOW) Project, as well as for non-ICOW data sets that have been collected by Paul Hensel. More information about the ICOW Project, about each ICOW data set on this page, and about Dr. Hensel's research agenda is available on the ICOW page and research page, elsewhere on this web site.
Once available, these data sets may be downloaded freely, with several requested restrictions:
- First, I ask that copies of ICOW data not be distributed to third parties; instead, every user should be directed to this web site to download the latest officially released version of the data. If any updates or extensions are added to the data, I would prefer that all new users download the latest version rather than receive outdated copies of the data from other users. (It would also be desirable for current users of ICOW data to check this web site occasionally to see if newer versions of the data have been released).
- Second, I ask that any users of the ICOW data examine it for potential errors or missing cases; the scholarly community benefits greatly when scholars do not mindlessly use new data sets (and when they pass along any potential problems with the data, rather than ignoring them and complaining about data quality).
- Finally, I ask that scholars send the project director a copy of any research that uses ICOW data as a professional courtesy. Any users of the ICOW data are also encouraged to email the project director with any comments or feedback on the project or its data sets.
ICOW Issue Data Sets
Combined Download of All Issue Data
- ICOW Data version 1.1 This is the official release version of the ICOW territorial claims, river claims, and maritime claims data sets, available in .zip archive format. This release covers territorial claims in the Western Hemisphere and Western Europe (1816-2001); river claims in Weestern Hemisphere, Western Europe, and the Middle East (1900-2001); and maritime claims in the Western Hemisphere and Europe (1900-2001). Additional research is currently underway to extend the coverage of each of these three issue types to the remaining regions of the world.

Regime Claims
- The regime claims data set is introduced on the ICOW home page.
- The data set is currently being collected and cleaned, and will be made available upon completion. Initial work on this data set was used by John Tures in his dissertation, which focused on regime claims in the Western Hemisphere, and may be completed and extended to the remainder of the world as time (and John's schedule) allows.
- The latest version of the regime claims codebook is available (in PDF format).
- The latest list of Western Hemisphere regime claims used in John Tures' dissertation (and more recently extended through 2002) may be downloaded (in .zip archive format. The full regime claims data set -- including data on claim salience and perhaps on the occurrence of peaceful settlement attempts in these claims, as well as control variables -- will be made available on this web site at a later date by John.
ICOW Supplementary Data Sets
Non-State Actor Codes
- The ICOW project has produced a list of actor codes for non-state actors not appearing in the standard COW interstate system membership list; this list is available in PDF format.

Historical State Names
- The historical state names data set is introduced on the ICOW home page.
- ICOW Historical State Names Data: An Adobe Acrobat (PDF) document listing alternative names for nation-states in the COW interstate system, including traditional names, alternate spellings of common names, foreign spellings, and some colonial-era names. This data set is important for scholars attempting to code historical data, as many older source materials use country names that are no longer used or understood, meaning that coders might ignore or mis-code data.

Multilateral Treaties of Pacific Settlement (MTOPS)
- The MTOPS data set is introduced on the ICOW home page.
- Multilateral Treaties of Pacific Settlement Data: A compilation of membership in regional or global organizations that call explicitly for the peaceful settlement of disputes among their members. This currently includes over thirty multilateral treaties and organizations, ranging from the League, UN, and International Court of Justice to a number of relatively obscure South American treaties from the 1920s and 1930s. This data set is compressed in ZIP format and includes both the data set (in treaty-level, state-year-level, and dyad-year-level Stata data files) and the codebook and documentation; the codebook, documentation of included cases, and notes about excluded cases are also available separately in PDF format.

Colonial History
- The colonial history data set is introduced on the ICOW home page.
- ICOW Colonial History Data: A compilation of each COW system member's history of colonial rule and similar experiences, including the dates and processes of independence. This data set is available in an Excel spreadsheet and a .CSV comma-delimited file, with documentation in an RTF word processing file; the entire folder is compressed in .ZIP format.

Hensel and Diehl Shatterbelt Data, 1945-1976
- Shatterbelt Data: State-level data on the shatterbelt status of geographic regions, as used in Hensel and Diehl's 1994 Political Geography article. This data set is compressed in .ZIP format and is provided in .CSV comma-delimited format, along with a brief codebook.

2001 Hensel ISQ Article (Territorial Claims in the Americas)
